Sales tax on appliance repair
Repair labor is taxable here. Appliance-repair labour is taxable in BC. Repairing a taxable good is a "related service" subject to 7% PST, plus 5% federal GST — so a consumer pays 12% combined on repair labour and parts (unless a specific exemption applies). BC is a PST province, not HST, so the two taxes are billed separately.

Licensing & certification
No general contractor licence or dollar-threshold licence is required to do appliance repair in BC — but the type of appliance triggers specific mandatory certification. GAS APPLIANCES: Regulated gas work is legal only if you are licensed by Technical Safety BC, employed by a TSBC-licensed contractor, or otherwise authorized; the relevant certificates of qualification are the Gas Appliance Service Technician (GAST) — service/repair of residential gas appliances and light commercial appliances up to 82 kW input — and Class B Gas Fitter (up to 120 kW). REFRIGERANT (fridges, freezers, A/C, heat pumps): There is NO US EPA Section 608 in Canada; instead BC's Ozone Depleting Substances and Other Halocarbons Regulation (BC Reg 387/99) requires that only an "approved person" service refrigeration equipment, meaning a technician who has completed an Environment Canada-approved environmental awareness course (the ODP/refrigerant-handling card, administered by HRAI). ELECTRICAL: licensed electrical work is separately regulated by Technical Safety BC. Straightforward non-gas, non-refrigerant, non-electrical appliance repair (e.g. a dishwasher pump or dryer belt) carries no province-mandated repair licence.
