Sales tax on appliance repair

Repair labor is taxable here. Appliance-repair labour is subject to Manitoba Retail Sales Tax (RST, 7% provincial; +5% federal GST). Under The Retail Sales Tax Act, repairing tangible personal property (TPP) is a taxable service, and the ENTIRE bill — parts, supplies, and labour — is taxed (not just parts). Manitoba Finance Bulletin No. 023 (Service, Maintenance and Warranty Contracts, rev. July 2019) names household appliances specifically. Only repairs to real property (buildings/structures) are exempt from RST on the service charge; repairs to freestanding appliances (TPP) are fully taxable. General RST rate confirmed at 7% since July 1, 2019 (official retail.html: "The general sales tax rate is 7%").

Licensing & certification

EPA Section 608 is a U.S. federal (Clean Air Act) rule and has NO legal force in Manitoba/Canada — do not cite it as a Manitoba requirement. Manitoba's binding requirements: (1) REFRIGERANT WORK — under The Ozone Depleting Substances Act (C.C.S.M. c. O80) and Man. Reg. 103/94, s. 6: "No person other than a trained service technician shall (a) install, repair or service air conditioning... refrigeration or other equipment that contains or uses a Class 1, 2 or 3 substance; (b) repair or service a white good that contains or uses a Class 1, 2 or 3 substance..." A "white good" is defined to include domestic refrigerators/freezers, window A/C units, and self-contained plug-in refrigerant units (i.e., common household appliances). A "trained service technician" (s. 1) must hold certification under s. 20 (minister-approved course); in Manitoba this is administered by MOPIA (Manitoba Ozone Protection Industry Association). So any appliance repair that opens a sealed refrigerant system legally requires MOPIA/ODS certification. (2) GAS APPLIANCES — under The Gas and Oil Burner Act and Regulation (Inspection and Technical Services, Manitoba Labour and Immigration), a gas fitter licence is required: Class "A" (commercial/industrial) "may install, repair or modify any gas equipment"; Class "B" (domestic) install up to 400,000 BTU/hr per single appliance; Class "C" (LP gas) up to 125,000 BTU/hr per installation; Class "F" oil burner installer. (3) CONTRACTOR DOLLAR THRESHOLD — Manitoba has NO province-wide general-contractor licence with a dollar threshold gating appliance-repair jobs; appliance repair is not a compulsory certified trade (Job Bank: certification voluntary in MB). Consumer-protection Vendor/Direct Seller licences apply to door-to-door home-improvement SALES, not to the repair work itself. Net: no general licence needed for basic (non-gas, non-refrigerant) appliance repair, but refrigerant-system work and gas-appliance work each require the specific certification/licence above.
