Sales tax on appliance repair
Repair labor is taxable here. Appliance-repair labour is a taxable supply in Newfoundland and Labrador. NL is an HST province: the combined Harmonized Sales Tax is 15% (5% federal GST + 10% NL provincial part), administered by the CRA (there is no separate provincial retail sales tax on top). Services generally — including repair labour — are taxable supplies with no exemption; a repair invoice is taxable on BOTH parts and labour. A vendor must register and charge HST once taxable sales exceed the $30,000 small-supplier threshold. This is federal/CRA law applied to the province, confirmed on the official CRA "Charge and collect the GST/HST" page (NL = 15%) and CRA Notice297, which states the NL HST rate "applies to a taxable supply of goods, intangible personal property... and services made in Newfoundland and Labrador." No official source treats repair labour as exempt or zero-rated.

Licensing & certification
EPA Section 608 (US federal) does NOT apply in Canada. The equivalent mandatory refrigerant credential for fridge/AC repair in NL is set by the Ozone Depleting Substance Regulations, 2003 (NLR 55/03) under the provincial Environmental Protection Act: s.12(6) — "A person shall not service air conditioning or refrigeration equipment unless that person is an approved person," and s.11(1)-(2) require successful completion of an Environment-Canada-and-Minister-approved environmental awareness course, evidenced by a certificate and wallet card (s.12(7) extends the duty to employers). GAS-APPLIANCE work is separately regulated: install/alter/service/repair/remove of propane or other fuel-gas appliances, equipment and systems requires a Gas Technician Certification (Gas Fitter's / Gas Installer's / Gas Verifier's Certificate) from Digital Government and Service NL — Engineering and Inspection Services Division, under the Public Safety Act and the Boiler, Pressure Vessel and Compressed Gas Regulations ("All individuals involved in the installation, alteration, purging, activation, service repair or removal of any propane gas appliances, equipment, systems, cylinders and tanks must be certified to do so"). ELECTRICAL work requires a Registered Electrical Contractor and a permit issued before install/repair begins. General appliance-service-technician trade certification itself is VOLUNTARY in NL (compulsory only in Alberta) per federal Job Bank. CONTRACTOR-LICENCE DOLLAR THRESHOLDS: NL has NO general/building-repair contractor licence with a dollar-value threshold — the province's official licences list contains only trade/safety-specific licences (gas, electrical, boiler/pressure-vessel), with no dollar trigger for ordinary appliance-repair jobs.
