Sales tax on appliance repair
Repair labor is taxable here. Appliance-repair labour is TAXABLE in Nova Scotia. NS is an HST-participating province; the HST rate is 14% (5% federal GST + 9% provincial part, effective April 1, 2025, reduced from 15%). Repair labour is a "service," and under the federal Excise Tax Act as administered by CRA, most property and services supplied in Canada are taxable supplies subject to GST/HST at the applicable rate unless specifically exempt or zero-rated. Appliance-repair services are neither exempt nor zero-rated, so the full invoice (labour AND parts) is subject to 14% HST. Licensing & certification
EPA Section 608 does NOT apply in Nova Scotia (it is a US federal EPA rule with no force in Canada). The Canadian equivalent for refrigerant work is the provincial Ozone Depleting Substances requirement: NS Ozone Layer Protection Regulations s.5(1) require that "all persons who work with ozone-depleting substances, or who service, install or dismantle equipment that contains ozone-depleting substances, must successfully complete an approved environmental awareness course" (the ODS/ODP "Environmental Awareness Card," administered via HRAI/NSCC, 75% pass mark). This is the EPA-608 analogue for any appliance work involving refrigerants (e.g., fridges, freezers, AC). GAS-APPLIANCE CERTIFICATION (provincial, mandatory): Under the Technical Safety Act and Fuel Safety Regulations, individuals need a Gas Technician Licence and businesses need a Gas Business Licence. Fuel Safety Regulations s.53(1): "A person other than a trainee must not perform the regulated work of a gas technician unless the person holds a class of gas technician licence." s.39 requires a gas business licence to perform or employ someone to perform regulated work (install, repair, service or maintain gas appliances/piping). Oil-fired appliances: s.88(1) requires an oil burner technician licence to install, repair or maintain oil burners. Only gas-business-licence holders may obtain the required gas permits (ss.19(2), 25(2)). COMPULSORY TRADE CERTIFICATION: Under the Apprenticeship and Trades Qualifications Act, "a person must have one of the following in order to perform the work of that trade: a certificate of qualification, be a registered apprentice in that trade, possess a temporary permit issued by the Nova Scotia Apprenticeship Agency, OR have a certificate recognized by the Director." Refrigeration & Air Conditioning Mechanic (Red Seal) and Oil Heat System Technician are on the compulsory-certified-trade list. (Gasfitter is governed under the separate Fuel Safety / Gas Fitter Trade Regulations rather than the 13-trade compulsory list, but still requires a Certificate of Qualification plus the gas technician licence above.) CONTRACTOR-LICENCE DOLLAR THRESHOLDS: Nova Scotia has NO general dollar-value contractor/handyman licence threshold that triggers a licence for repair jobs (unlike some US states). Regulation is trade-specific and safety-based (gas, oil, refrigerant, electrical), not job-value-based. Businesses must register with the NS Registry of Joint Stock Companies and comply with OHS, and every direct seller must be licensed under consumer-protection rules, but there is no repair-dollar-amount licensing trigger. General-appliance (non-gas, non-refrigerant, non-oil) repair — e.g., a dishwasher control board or washer belt — has no mandatory provincial technician licence.
