Local rules & taxes in Ontario
Sales tax on appliance repair
Repair labor is taxable here. Appliance-repair labour/services are taxable in Ontario. Canada applies HST (not a separate PST) in Ontario at 13% (5% federal + 8% provincial), and the CRA explicitly classifies repair services as taxable supplies — its official "Type of supply" table lists "Car repairs" as Taxable, and appliance repair is treated identically. So a repair invoice's labour and parts are both subject to 13% HST.

Licensing & certification
Three regimes apply, all administered provincially (US federal EPA Section 608 does NOT apply in Canada — the Ontario equivalent replaces it). (1) REFRIGERANT: Anyone who removes, handles, charges or disposes of refrigerants (CFCs/HCFCs/HFCs) must hold an Ozone Depletion Prevention (ODP) certificate card, required under Ontario Regulation 463/10 (Ozone Depleting Substances and Other Halocarbons) administered by the Ministry of the Environment, Conservation and Parks; card valid 5 years. Ontario.ca: "By law, a certified technician is the only person who can remove, discharge, handle and dispose of" such refrigerants, and "To purchase and handle refrigerants in Ontario, you need an Ozone Depletion Prevention (ODP) certificate card." (2) GAS APPLIANCES: Work on gas-fired appliances (installation, service, maintenance) requires a TSSA Certificate of Qualification — a Gas Technician certificate (G.3/G.2/G.1) or Domestic Appliance (DA) technician certificate — issued under O. Reg. 215/01 of the Technical Standards and Safety Act, 2000; "A valid certificate indicates that a technician or a contractor is legally authorized to operate in a TSSA-regulated industry." (3) CONTRACTOR DOLLAR THRESHOLD: Ontario has NO general province-wide dollar-value licensing threshold for appliance-repair contractors (unlike some US states). Licensing is trade-specific (TSSA fuels-contractor registration for gas work; ODP for refrigerant), not a job-size dollar trigger; municipal business licensing may still apply locally.
