How we price this for Meghalaya
We take each India national base range and multiply it by a local index of 0.82, built from regional wage data (PLFS 2023-24 state earnings) (there is no India equivalent of the U.S. Regional Price Parity, so the price and overhead terms are held at the national baseline):

Repair labor is taxable here. Repair and maintenance of household electrical appliances (fridges, washing machines, mixers, etc.) is taxed under GST at 18% — SAC 998715 within heading 9987 — billed as CGST 9% + SGST 9% (or IGST 18% for inter-state supply), per the CGST Act 2017 and rate Notification 11/2017-Central Tax (Rate). Small repair firms and sole traders below the ₹20 lakh annual turnover GST-registration threshold (₹10 lakh in special-category states) are not required to register and charge no GST, so treat 18% as a ceiling rather than a guaranteed add-on.

Licensing & certification
There is no dedicated national licence for plug-in appliance repair in India, and that work is largely unregulated. Only jobs touching fixed electrical wiring require an Electrical Contractor Licence and Wireman/Supervisor Certificate of Competency, issued by each State Electrical Inspectorate under the Electricity Act 2003 and the Indian Electricity Rules 1956; operating without one can carry fines of ₹5,000-1,00,000 and up to 3 years under Section 138 of the Act. There is no national refrigerant-handling certification comparable to US EPA 608, and larger repair businesses also need GST and state Shops & Establishments registration.
