Sales tax on appliance repair

Repair labor is taxable here. Appliance-repair labour AND parts are subject to GST at 15% — NZ's single national Goods and Services Tax administered by Inland Revenue (IRD) under the Goods and Services Tax Act 1985. Repair labour is a taxable supply (not exempt, not zero-rated), so 15% applies to the whole invoice. GST is national — there are no regional/city sales taxes. Honesty nuance: GST registration is compulsory only above NZ$60,000 taxable turnover (rolling 12 months), so many small/sole-trader repairers are NOT GST-registered and add no GST; and NZ consumer prices are conventionally shown GST-INCLUSIVE, so an advertised NZD price from a registered business already contains the 15%. Treat 15% as a ceiling that is usually already baked in — do NOT gross NZD ranges up by a further 15%.

Threshold: “You must register for GST if … your turnover was at least $60,000 in the last 12 months, or you expect it will be at least $60,000 in the next 12 months.” (IRD, Registering for GST).

Licensing & certification

No general occupational appliance-repair licence exists in NZ; national hazard-based credentials are mandatory. (1) ELECTRICAL: repairing/servicing mains appliances is Prescribed Electrical Work under the Electricity Act 1992 + Electricity (Safety) Regulations 2010 and requires EWRB registration + a current practising licence — the on-point class is Electrical Appliance Serviceperson (EAS), scope “maintaining, repairing and servicing 250-volt single-phase domestic and commercial appliances” incl. disconnection/reconnection from fixed wiring. Unlike Australia, plug-in appliance repair is NOT broadly exempt in NZ — only narrow low-risk tasks (cord/plug/fuse swaps, limited own-home exemption). (2) GAS: installing/altering/repairing gas appliances is restricted gasfitting under the Plumbers, Gasfitters, and Drainlayers Act 2006 and must be done by a PGDB-authorised gasfitter holding a current practising licence (illegal to DIY); work complies with the Gas (Safety and Measurement) Regulations 2010 / AS/NZS 5601.1 and needs a certifying gasfitter's gas safety certificate. (3) REFRIGERANT: NZ has NO single EPA-608/ARCtick-style technician licence (the proposed MBIE RAC licensing scheme is on hold); most refrigerants are compressed gases under the Health and Safety at Work (Hazardous Substances) Regulations 2017, so filling/recovering into cylinders needs a WorkSafe Approved Filler compliance certificate, and the RAC trade qualification also requires an EWRB Electrical Service Technician licence. Sealed small-charge domestic fridges/freezers: routine repairs don't breach the sealed system, so ordinary repairs don't trigger it. Never cite EPA-608/ARCtick for NZ. (4) TRADER: just an IRD number (GST only above NZ$60,000 turnover); Consumer Guarantees Act 1993 / Fair Trading Act 1986 apply but are not operating licences; trade-body membership is voluntary.
