Sales tax on appliance repair
Repair labor is generally not taxed here (parts still are). In Indiana, standalone charges for appliance/repair LABOR (a service on tangible personal property) are NOT subject to sales tax; the repair parts and materials ARE taxable at the 7% state sales tax rate. Under the DOR's bundled/unitary-transaction rules, if labor and parts are separately stated the labor stays untaxed, and a single non-itemized parts-plus-labor charge is only fully taxable when the taxable parts exceed 10% (de minimis threshold) of the total charge. Indiana has no local sales taxes, so 7% is the flat rate on the taxable (parts) portion.

Licensing & certification
Two layers apply. (1) FEDERAL baseline: EPA Section 608 Technician Certification (40 CFR Part 82, Subpart F) is legally required for any technician who "maintain[s], service[s], repair[s], or dispose[s] of equipment that could release refrigerants into the atmosphere" — the certification type must match the equipment: Type I (small appliances, most household appliances such as refrigerators/window AC with <=5 lb charge), Type II (high/very-high-pressure), Type III (low-pressure), or Universal (all). (2) STATE: Indiana does NOT license HVAC, gas-appliance, or general/contractor trades at the state level — per the Indiana Business Owner's Guide, "The only construction contractors licensed by the State of Indiana are plumbers," and "Many of the other specific areas require local licensing which vary by city and county." There is therefore no statewide gas-appliance certification and no statewide contractor-licence dollar threshold; HVAC/gas and contractor licensing (with local exam, bond, and insurance requirements — e.g., Indianapolis/Marion County requires an exam, ~$500,000 insurance, and a ~$5,000 surety bond) is set by each municipality/county where the work is performed. A basic non-refrigerant appliance repair with parts separately billed generally needs no state licence, but any refrigerant work triggers EPA 608 and any HVAC/gas work triggers the applicable local licence.
