Who is licensed to do the work
Appliance repair in Massachusetts triggers different licensing depending on the appliance type; there is no single "appliance repair license." 1) REFRIGERANT WORK (federal EPA Section 608 baseline) — Any technician who "maintain[s], service[s], repair[s], or dispose[s] of equipment that could release refrigerants" (household refrigerators, freezers, window/room AC, heat pumps) must hold EPA Section 608 certification under 40 CFR Part 82 Subpart F (Clean Air Act). Certification types: Type I = small appliances (typical household units), Type II = high-pressure, Type III = low-pressure, Universal = all. Apprentices are exempt if continuously supervised by a certified technician. This is a mandatory federal floor that applies in every state including MA. Source: EPA (see licensing_url). 2) STATE REFRIGERATION LICENSE (sealed-system / larger equipment) — Massachusetts separately licenses refrigeration technicians and contractors through the Bureau of Pipefitters, Refrigeration Technicians and Sprinkler Fitters (Div. of Occupational Licensure / OPSI), governed by 528 CMR. The state Refrigeration Technician license requires ~1,000 hours of approved refrigeration coursework AND EPA Section 608 Universal certification as a prerequisite. This state license is aimed at refrigeration/HVAC-R systems; a person doing sealed-system appliance refrigerant work should hold both EPA 608 and, where the work falls within the licensed trade, the state refrigeration license. (mass.gov regulator pages: "Apply for a Refrigeration Technician License," 528 CMR — mass.gov currently blocks automated fetch, but the requirement is confirmed via the DOL/OPSI licensing pages.) 3) GAS APPLIANCES (state gas-fitting rules) — Gas-fitting work in MA may only be performed by a licensed plumber or licensed gas fitter: "permits to perform gas fitting work shall only be issued to licensed plumbers or licensed gas fitters" (248 CMR 3.05(1)(b)8; Board of State Examiners of Plumbers and Gas Fitters). IMPORTANT nuance for appliance servicers: the Board's policy on "Adjustment and Replacement of Gas Controls" (adopted 2014, under 248 CMR 3.05(1)(c)3) provides that NO permit is required to (a) adjust gas-appliance controls where the adjustment requires no change to the gas-supply connection/associated piping, or (b) simply disconnect and reconnect a gas appliance to alter/repair/replace gas controls located AFTER the appliance's main control valve. Work on the gas supply/piping side, however, requires a licensed gas fitter/plumber. 4) HOME IMPROVEMENT CONTRACTOR (HIC) registration — Governed by 201 CMR 18.00 / M.G.L. c. 142A. "Residential Contracting" is defined as "reconstruction, alteration, renovation, repair, modernization, conversion, improvement, removal or demolition or the construction of an addition" to a pre-existing owner-occupied 1-to-4-unit dwelling. Ordinary appliance repair generally is NOT residential home-improvement contracting, so HIC registration typically does not apply. Even where it might, the relevant DOLLAR THRESHOLDS are: registration is NOT required for a contractor "who works on one residential contracting undertaking ... where the aggregate contract price to the owner is less than $500" [201 CMR 18.01(6)(g)], nor for a part-time person earning under $5,000/12 months from such work [18.01(6)(h)]; separately, jobs of $1,000 or more require a written contract. Licensed tradespeople acting within their trade (e.g., plumbers) are exempt from HIC [18.01(6)(c)]. Bottom line: no generic appliance-repair license exists, but (i) EPA 608 is mandatory for any refrigerant-containing appliance, (ii) a MA refrigeration license (528 CMR, EPA 608 Universal prerequisite) governs sealed-system/HVAC-R work, (iii) gas-supply-side work on gas appliances requires a licensed gas fitter/plumber (mere control adjustment/reconnection is exempt), and (iv) HIC registration is generally inapplicable to appliance repair and carries a $500 aggregate exemption threshold.
