Nebraska taxes repair/maintenance LABOR on tangible personal property (including household appliances) at the combined state 5.5% rate plus applicable local city sales tax. The DOR guide explicitly lists "refrigerators and other household appliances" as taxable repair; labor is taxable whether or not it is separately stated on the invoice. Exceptions (not typical appliance repair): licensable motor vehicles, qualifying manufacturing/ag machinery, warranted items, and labor annexed to real property (contractor labor).

Licensing & certification
No statewide occupational licence exists in Nebraska for appliance repair itself, and Nebraska issues no state HVAC licence (HVAC/mechanical licensing is local — e.g., City of Omaha and City of Lincoln). Three layers can still apply to appliance-repair work: (1) FEDERAL EPA Section 608 (Clean Air Act / 40 CFR Part 82 Subpart F) is mandatory for any technician who services, repairs, or disposes of appliances containing refrigerant (fridges, freezers, window ACs) — Type I covers small appliances, Type II high-pressure, Type III low-pressure, Universal all; credential does not expire, apprentices exempt if continuously supervised. EPA: "technicians who maintain, service, repair, or dispose of equipment that could release refrigerants into the atmosphere must be certified." (2) GAS-appliance work: Nebraska has no statewide gas-fitter licence; gas piping/fuel-gas certification is imposed locally (e.g., Lincoln tests on the Lincoln Fuel Gas Code and Gas Piping Code), so a technician doing gas connections must hold the applicable city mechanical/gas licence. (3) CONTRACTOR REGISTRATION: the Nebraska Contractor Registration Act (NDOL) applies only to "construction" on REAL property — pure personal-property appliance repair generally falls outside it — but registration IS required for businesses "earning more than $5,000 annually who are performing construction work" (e.g., a built-in appliance hard-wired/plumbed into a home as an annexation); $25 annual fee; a person "self-employed and does not pay more than $3,000 annually to employ others is eligible to claim fee exemption"; workers' comp certificate required for any business with one or more employees; non-registration penalties up to $500 (first) / $5,000 (subsequent).
