How we price this for Western Cape
We take each South Africa national base range and multiply it by a local index of 1.01, built from provincial earnings data (Stats SA, Labour Market Dynamics in South Africa — LMDSA 2023) (there is no South Africa equivalent of the U.S. Regional Price Parity, so the price and overhead terms are held at the national baseline):

The wage term uses Western Cape median monthly earnings vs the national median, employed at place of work. Parts ship at national prices, so only the labour share moves with the province. All figures are in rand — we never convert prices from other countries; the South Africa base ranges come from South African sources. Full weights and vintages are on the methodology page.
Local rules & taxes in South Africa
Sales tax on appliance repair
Repair labor is taxable here. The standard VAT rate of 15% applies to appliance-repair labour and parts (Value-Added Tax Act No. 89 of 1991, s7(1), administered by SARS) — unchanged since 1 April 2018; a proposed rise to 15.5% from 1 May 2025 was reversed, so 15% remains the rate. VAT registration is mandatory only above R1 million annual turnover (voluntary from R50,000), so many small and informal repair technicians are not registered and invoice without VAT — treat 15% as a ceiling, not a guaranteed add-on. Repair services are standard-rated; there is no reduced or zero rate for appliance repair.

Licensing & certification
Appliance repair itself is not a nationally licensed trade in South Africa — there is no dedicated occupational licence just to repair portable or plug-in appliances. But fixed electrical connection work falls under the Electrical Installation Regulations of the Occupational Health and Safety Act No. 85 of 1993: only a 'registered person' (e.g. a Wireman's Licence holder registered with the Department of Employment and Labour) may certify fixed installations and issue a Certificate of Compliance (COC). Gas-appliance work needs a registered gas practitioner (SAQCC Gas / PIRB), and handling refrigerant when re-gassing fridges or air conditioners requires SAQCC Gas (refrigeration) registration. A general municipal business licence may also apply.
