Sales tax on appliance repair
Repair labor is taxable here. New Zealand applies one national consumption tax to HVAC work: Goods and Services Tax (GST) at 15%, levied under the Goods and Services Tax Act 1985 and administered by Inland Revenue (IRD). Unlike the UK and Ireland, New Zealand has no reduced or second-reduced VAT band — there is a single positive rate, so a GST-registered heating/ventilation/air-conditioning contractor charges the same 15% on every component of the invoice: the labour hours, the call-out or service-call fee, diagnostic time, after-hours loading, refrigerant, and the parts and equipment themselves (compressor, fan motor, PCB/control board, reversing valve, gas burner, heat exchanger, thermostat, ducting, the outdoor condenser or the indoor head of a heat pump). IRD states plainly that 'GST is a tax added to the price of most goods and services' and that 'GST is charged at a rate of 15%', and that a registered person must 'charge GST at 15% on most taxable supplies you make' — there is no split treatment between the service element and the goods element, so New Zealand has no equivalent of Ireland's two-thirds rule and no equivalent of the UK's 5% energy-saving-materials relief. There is no HVAC-specific tax relief. In IRD's guidance the only supplies outside or free of GST are unrelated to HVAC (examples given by IRD include residential rent, overseas airfares and mortgage repayments); no zero-rate, exemption, concession, rebate or reduced rate is published for heat pumps, air conditioners, boilers, gas or diesel heaters, ducted systems, insulation-adjacent heating work, or 'energy-efficient' equipment. Consumers should therefore assume the full 15% applies to a heat-pump installation exactly as it does to a gas-heater repair — and should be sceptical of any quote implying an energy-efficiency tax break, because no such relief is published. What does exist, and is often confused with a tax break, is a subsidy that changes the effective consumer price without changing the tax: EECA's Warmer Kiwi Homes programme funds '90% of the cost if you have a Community Services Card, SuperGold Combo card, or live in the highest-need areas', 'up to $3,450' toward a heater (a heat pump is the standard option), for owner-occupiers of homes built before 2008 whose ceiling and underfloor insulation is already up to EECA standard and who have no existing operational fixed heater. That grant reduces what the household pays out of pocket; it is not a GST concession, it is capped, it is means/area-tested, and most households do not qualify. EECA also records a related programme change: from 9 January 2026 Warmer Kiwi Homes stopped accepting new applications for wood and pellet burner grants, while heat-pump funding continued. GST is only charged by GST-registered businesses, and registration is compulsory only where, in IRD's words, 'your turnover was at least $60,000 in the last 12 months, or you expect it will be at least $60,000 in the next 12 months'. A genuinely small one-person HVAC operator below $60,000 of annual turnover may be unregistered and legally adds no GST at all, so two quotes for the same heat-pump service can differ by roughly 13% of the gross figure purely because of registration status, not workmanship. Larger firms, franchises and anyone doing installation work will almost always be over the threshold and registered. New Zealand consumer pricing is normally quoted GST-inclusive, but this is a transparency duty rather than a strict inclusion mandate — the Commerce Commission's consumer pricing guidance states 'Prices must include or be clear about the 15% Goods and Services Tax (GST). Any surcharges must be declared before you buy', and that 'Any claims made about price must be clear, accurate and unambiguous for you as the consumer.' Trade-facing or commercial HVAC quotes are frequently written 'plus GST', so a homeowner comparing a residential quote against a commercial-style quote can be comparing a gross price against a net one. Always confirm whether an HVAC quote is GST-inclusive or GST-exclusive before comparing. GST is a single national tax. There are no regional, provincial or city sales taxes in New Zealand, so an identical HVAC job attracts the same 15% in Auckland, Wellington, Christchurch, Hamilton, Tauranga, Dunedin, Queenstown or anywhere else; regional price differences in this guide reflect labour rates, travel and market competition, not tax. One separate cost input is worth knowing, and it affects parts rather than the tax rate: imported HFC refrigerants and refrigerant-containing goods carry a Synthetic Greenhouse Gas levy under the Climate Change (Synthetic Greenhouse Gas Levies) Regulations 2013, collected at the border. New Zealand Customs advised that 'From 1 January 2026, changes to the Synthetic Greenhouse Gas (Goods) Levy Regulations will result in decreased levy rates', set by the Climate Change (Synthetic Greenhouse Gas Levies) Amendment Regulations 2025. This is an import levy that feeds into the wholesale cost of refrigerant and of new equipment — it is not a consumer tax line on your invoice and is not additional to GST on the job; treat its effect on any individual part price as directional only, and lower-confidence than the 15% GST figure.

Licensing & certification
New Zealand has no single, general 'HVAC licence' and no general contractor/trade licence for heating and cooling work. Instead, three separate hazard-based regimes bite depending on which part of the system is being touched — and for HVAC the two that carry criminal-law weight are electrical and gas, while refrigerant work is, as at July 2026, not gated by any occupational technician licence. (1) Electrical work is legally gated, and this is the regime that catches almost every heat-pump and air-conditioning job. The Electrical Workers Registration Board (EWRB) states that 'Prescribed Electrical Work (PEW) refers to specific types of electrical work that are regulated under the Electricity Act 1992 and the Electricity (Safety) Regulations 2010', and that 'Individuals who are registered and hold a current practising licence issued by the Electrical Workers Registration Board (EWRB) are authorised to carry out or supervise PEW.' Registration alone is not enough — a current practising licence is required, and licences are class-limited (an appliance-focused class does not automatically authorise fixed-wiring work), so the consumer check is whether the worker is registered, currently licensed, and licensed for this particular class of work. Hard-wiring a heat pump or ducted system, running or altering a dedicated circuit or isolator for an outdoor condenser, and connecting fixed controls are the typical PEW touchpoints; WorkSafe adds that 'All electrical installations and works in New Zealand must comply with the fundamental safety requirements and any applicable standards in accordance with the Electrical (Safety) Regulations 2010.' Whether one specific task falls inside PEW is decided by EWRB's limits-of-work rules, so treat the boundary of any borderline task as a question for EWRB rather than a settled fact stated here. (2) Gas work is legally gated, and DIY is not permitted for fixed gas appliances. Gasfitting is 'restricted work' regulated by the Plumbers, Gasfitters and Drainlayers Board (PGDB) under the Plumbers, Gasfitters, and Drainlayers Act 2006 (with the Plumbers, Gasfitters, and Drainlayers Regulations 2010, the Gas Act 1992 and the Gas (Safety and Measurement) Regulations 2010; WorkSafe is the gas-safety regulator). PGDB states its role is that 'The Board protects the health and safety of the public by ensuring plumbers, gasfitters and drainlayers are competent to carry out restricted work', and its consumer guidance lists restricted gasfitting as including any work to 'install, alter or repair gas appliances', including 'Fixing or unfixing of any gas pipes, ventilation or flue pipes' — which squarely covers gas ducted heating, gas boilers/hot-water heating, flued gas heaters and their flues and gas connections. The only homeowner exception PGDB identifies is portable, bottle-attached appliances ('barbecues, cabinet heaters and patio heaters'), and even there PGDB 'strongly recommends that a gasfitter is used'. There is a paper trail you should receive: 'A certifying gasfitter must provide a signed gasfitting certificate where they have done gasfitting work at the consumer's property', within 20 working days of the work being connected to the gas supply. PGDB also operates a separate 'Gasfitting authorisation (Section 20)' pathway. WorkSafe's guidance to businesses reinforces the same point: 'Get the gas installation in your business checked once a year by a licensed gas fitter.' Never cite the UK's Gas Safe Register or Ireland's RGII for New Zealand — they have no legal effect here. (3) Refrigerant work is not gated by any technician licence in New Zealand, as at 2026-07-19, and this is the single most-misreported point about the New Zealand HVAC trade. New Zealand has no ARCtick-style scheme (that is Australian) and no EPA Section 608 certification (that is United States) — never cite either for New Zealand. A licensing system was decided on and then shelved: MBIE's own page on a 'licensing system for refrigeration, heating and air conditioning technicians' records that 'This work is currently on hold' and that 'Further work on a licensing system for refrigeration, heating, and air conditioning technicians is therefore on hold, pending the outcome of the review of the wider work health and safety system'. The shelved proposal (policy decisions taken in 2019-2020, to have been delivered by regulations under the Health and Safety at Work Act 2015) would have covered technicians on commercial and industrial systems using flammable, toxic or very-high-operating-pressure refrigerants — i.e. it would not have created a domestic split-system licence even if it had proceeded. What actually applies to refrigerant today is indirect and substance-based, not occupational: (a) the Health and Safety at Work (Hazardous Substances) Regulations 2017, under which WorkSafe states that 'People filling gas containers with gases under pressure must be an approved filler', with approved-filler certificates issued by a compliance certifier, valid five years, and specific to named gases and container types — note carefully that WorkSafe frames this around filling containers and cylinders, and whether it reaches charging the sealed circuit of an installed split system is not settled by the published guidance, so it is stated here as an open question rather than asserted as a duty; (b) the separate 'certified handler' regime, which WorkSafe limits to 'acutely toxic (class 6.1A and 6.1B) substances, explosives, fumigants and vertebrate toxic agents' and which therefore does not capture ordinary HFC refrigerants; and (c) the Ozone Layer Protection Act 1996 with the Ozone Layer Protection Regulations 1996 and the Ozone Layer Protection Amendment Regulations 2018, which implement the Kigali Amendment (in force in New Zealand from 1 January 2020) and impose a 'prohibition on the import or export of hydrofluorocarbons except under a permit', enforced by the Environmental Protection Authority with policy held by the Ministry for the Environment; that Act works on import/export/supply and allows the Minister to require people handling ozone-depleting substances to develop codes of practice and to 'know their obligations under the Act and have sufficient knowledge to be able to fulfil them' — a knowledge-and-codes duty on handlers, not a personal licence card. The net effect for a consumer is that in New Zealand the person who legally must be licensed on a heat-pump job is the electrical worker, not the refrigerant handler; on a gas heating job it is the gasfitter. (4) General trade and contractor licensing is largely absent for HVAC. The Licensed Building Practitioner (LBP) scheme licenses practitioners 'assessed as competent to carry out building work essential to the structure or weathertightness of residential buildings' — structural and weathertightness trades — and no HVAC licence class was identified within it; whether a particular through-wall penetration or plant-platform triggers building-consent or LBP obligations under Schedule 1 of the Building Act 2004 should be checked with the local council rather than assumed either way. Beyond EWRB registration/licensing and PGDB gasfitter authorisation, any other credential an HVAC company advertises — manufacturer 'accredited installer' status, trade-association membership, or being a contracted EECA Warmer Kiwi Homes service provider (which is grant-programme eligibility, not a legal licence) — is a commercial or quality-scheme badge, not a statutory licence to work. No specific New Zealand voluntary refrigeration or HVAC quality scheme has been confirmed from a primary source, so this guide names none. As a consumer check, for electrical work ask for the worker's EWRB registration and current practising licence and confirm the class covers the job; for any fixed gas appliance ask for the PGDB licence and insist on the signed gasfitting certificate; for refrigerant work understand that no New Zealand licence exists to ask for as at July 2026, so judge on trade qualification, the firm's EWRB/PGDB cover for the electrical and gas elements, and documented refrigerant-recovery practice instead.
