Sales tax on appliance repair
Repair labor is taxable here. A Philippine air-conditioning repair is a sale of services, and where the contractor is VAT-registered the whole invoice carries 12% value-added tax - labour, service call, and every part fitted, from an indoor control board to an outdoor inverter board, capacitor, fan motor or compressor. Refrigerant and consumables are taxed the same way. There is no reduced VAT band for home repairs, none for energy-efficient equipment, and no split treatment of labour against materials. The registration threshold is the thing that actually decides what a Filipino household pays, and it matters more here than in most markets because so much aircon servicing is done by very small operators. A business whose gross annual sales or receipts do not exceed three million pesos is VAT-exempt - that threshold is set out in the Bureau of Internal Revenue's own VAT regulations. Below that line the operator is a non-VAT taxpayer and charges no 12% at all; instead the business itself pays percentage tax on gross receipts under section 116 of the tax code, or elects the 8% income-tax option in place of it. That is a tax on the business rather than a line added to the customer's bill. The practical result is a two-tier market: a quotation from an accredited dealer, a manufacturer service centre or a large contractor will normally carry 12% VAT, and a quotation from a neighbourhood technician often will not. The gap is real money on the same job and it is not evidence that either party is doing anything wrong. One correction worth making because outdated figures persist: the percentage tax rate for non-VAT businesses was temporarily cut to 1% under the CREATE Act, but the BIR's own implementing regulation limits that reduction to the period from 1 July 2020 to 30 June 2023, so the rate reverted to 3% on 1 July 2023. It is 3% now, not 1%. A Filipino consumer should also know how the price is normally presented. Philippine retail and service pricing is customarily quoted VAT-inclusive, so a peso figure given over the phone is usually the amount payable. Where a supplier quotes 'plus VAT', the 12% is on top. An official receipt from a VAT-registered provider must show the VAT separately, which is the simplest way to tell which kind of firm has been engaged. No VAT concession, exemption or rebate specific to heating, cooling, ventilation, refrigeration or air conditioning was found on any source read for this entry. Philippine VAT exemptions are directed at things like agricultural produce, education, medical services and socialised housing, not at appliance or equipment repair. Nothing in Philippine energy-efficiency policy changes the VAT on a repair invoice.

Licensing & certification
The Philippines does not licence air-conditioning technicians. What it does instead is certify their competence, and the difference is not academic: a certificate says a person passed an assessment, a licence says the state permits them to practise and can take that permission away. A Filipino homeowner should ask for the certificate, but should not imagine it works like a trade licence. The competence standard is set by the Technical Education and Skills Development Authority. The relevant qualification for domestic work is Refrigeration and Air-Conditioning Servicing - Domestic RAC - National Certificate Level II, which covers installing, servicing, maintaining, troubleshooting and repairing domestic air-conditioning and refrigeration units; NC III sits above it for larger and commercial systems. Philippine industry guidance treats NC II as the minimum commercial standard for installation, commissioning, troubleshooting and repair of split-type and window-type systems up to about 3.0 horsepower, and advises asking to see the National Certificate before authorising an installation or a major repair. Three other requirements sit around the technician rather than on them. Refrigerant handling is regulated by the Department of Environment and Natural Resources through the Philippine Ozone Desk: R-22, still present in older Philippine installations, is being phased out under the Montreal Protocol, refrigerant must be recovered rather than vented before a unit is decommissioned, and venting attracts penalties. That matters more in the Philippines than in most markets because a large share of the installed window-unit base still runs on R-22. For engineering rather than technician work, design and supervision of substantial mechanical systems falls to a Professional Mechanical Engineer registered with the Professional Regulation Commission - that is a genuine professional licence, but it applies to the engineer, not to the person servicing a bedroom split. And a contracting firm taking on projects above roughly five hundred thousand pesos is expected to hold a Philippine Contractors Accreditation Board licence in the mechanical category. Every firm also needs the ordinary local business permit from its city or municipality. Honest limits on this entry.
