Local rules & taxes in South Africa

Sales tax on appliance repair

Repair labor is taxable here. Every part of a South African air-conditioning repair invoice carries VAT at 15% when the firm is a registered vendor: the technician's labour and diagnostic time, the call-out charge, after-hours loading, refrigerant and consumables, and every part fitted, from a control board or inverter PCB to an indoor fan motor, capacitor or compressor. VAT is not a tax on the goods half of the job only, and there is no materials-versus-labour split of the kind used in some European systems. South Africa runs a single standard rate with no reduced band. There is no lower rate for home repairs, none for energy-efficiency work, none for heat pumps or heat-pump geysers, and no age or size test on the dwelling that would change the rate. A midwall split service, an inverter board replacement, a regas and a new installation are all 15%. A separate list of zero-rated supplies exists, but it covers basic foodstuffs, illuminating paraffin and exports rather than anything a heating or cooling contractor sells. The rate itself was in genuine doubt during 2025 and the outcome is worth stating plainly, because outdated figures are still circulating. An increase to 15.5% from 1 May 2025 and to 16% from 1 April 2026 was announced and then reversed; the South African Revenue Service records the reversal on its own VAT page. The rate today is 15% and no scheduled increase is in force. The registration threshold is what decides whether a homeowner sees VAT at all, and it moved this year. A business must register once its taxable supplies pass R2.3 million a year, raised from R1 million with effect from 1 April 2026, and may register voluntarily from R120,000, raised from R50,000 on the same date. In practice this splits the South African market in two, and the increase widened the smaller half considerably: national installers, franchised dealers and any established air-conditioning company will be VAT-registered and will show 15% on the invoice, while a one-technician operation turning over less than R2.3 million may lawfully issue an invoice with no VAT on it at all - a band that now takes in plenty of two- and three-van firms that would have had to register a year ago. A quote that shows no VAT is therefore not automatically a mistake or a dodge, but it also means there is no valid tax invoice to claim against, and only a registered vendor may charge VAT in the first place. South African consumer prices are normally advertised inclusive of VAT, so a rand figure quoted to a homeowner is usually the amount payable rather than a pre-tax figure with 15% still to be added. It is worth confirming, because trade counters and wholesale spares suppliers routinely quote excluding VAT to the trade while retail sites quote including it - the same board can appear at two different rand figures for that reason alone. No VAT concession, exemption or rebate specific to heating, cooling, ventilation, refrigeration or heat-pump work was found on any source read for this entry. Government support for efficient equipment in South Africa has come through electricity-side programmes and, for businesses, through income-tax allowances - not through the VAT rate on a repair invoice. Subsidy and tax are separate things and should not be blurred.

Licensing & certification

There is no single licence called an HVAC licence in South Africa. A lawful residential air-conditioning job instead passes through two separate registration gates, held by two different people, under two different sets of regulations - and a homeowner who asks for only one of them is asking the wrong question. The first gate is refrigerant. Work on the refrigerant circuit of a stationary refrigeration, heat-pump or air-conditioning system is governed by the Pressure Equipment Regulations made under the Occupational Health and Safety Act 85 of 1993, which the Department of Employment and Labour administers through the South African Qualification and Certification Committee for Gas. Regulation 17(1)(c) makes it an offence for anyone who is not an authorised person to "install or remove a gas appliance, or a gas system or a gas reticulation system", and an authorised person is defined as "a person who is registered as competent within the scope of work for which an organisation approved by the chief inspector has registered that person". For refrigeration and air conditioning that registration is the Authorised Refrigeration Practitioner, administered through the SARACCA route: the technician completes a recognised safe-handling-of-refrigerants course, must be working in the industry as an installer or a trade-tested artisan, and must register within twelve months of finishing the course or repeat the full five-day programme. Registration lapses after three years and a refresher is required to renew it, so an expired card is a real possibility rather than a technicality. The relevant national standard is SANS 10147, covering refrigerating systems including plants associated with air conditioning. The paperwork that follows is the part homeowners can actually check. Regulation 17(3) requires that "An authorised person or an approved inspection authority shall issue a certificate of conformity after completion of a gas installation, modification, alteration or change of user or ownership", and industry guidance applies the same certificate to installation, maintenance, repair, relocation and decommissioning of a unit or plant. A Certificate of Conformity is therefore the document to ask for after refrigerant work. The second gate is electrical, and it is a different registration entirely. Under the Electrical Installation Regulations 2009, also made under the Occupational Health and Safety Act, work on a fixed electrical installation must comply with SANS 10142-1, the wiring code for the wiring of premises, and only a registered person - a master installation electrician, an installation electrician, or a single-phase electrical tester within their scope - may issue the Certificate of Compliance and its test report. Wiring a new dedicated circuit and isolator for an outdoor unit is that kind of work. The refrigeration registration does not cover it and the electrical registration does not cover the refrigerant circuit, which is why a complete new installation can legitimately involve two certificates from two registered people. Two honest limits on this entry. The regulation text quoted above was read from SAQCC Gas's own reproduction of the Pressure Equipment Regulations rather than from the gazetted instrument, and the three-year validity and course-timing details come from industry association guidance rather than from the regulations themselves. Nothing here is a national trade licence in the sense used in some other countries: South Africa regulates the specific hazardous activity and the certificate that follows it, not the trade as a whole.
