The capacitor swells and loses capacitance over the years and with summer voltage surges; the motor then hums but will not start. It is one of the best cost-to-result repairs there is: the part costs between €10 and €50 at Spanish shops and the job takes half an hour. Only older on/off equipment and the fans have one; modern inverter units manage starting from the electronics. Cheap as the part is, it sits in the machine's electrical panel and holds a charge: the technician changes it.

If the capacitor is healthy, the electrical fault is somewhere else: the supply, the breaker, the interconnecting terminal block between units or the power module. On coastal installations salt eats the terminals and causes intermittent contacts that mimic a spent capacitor. How much is a service-call fee for heat pump repair?
Most Spanish companies charge a call-out / diagnostic fee of €36–€97, often credited toward the repair if you go ahead. It is separate from the repair totals above. Spain's standard 21% VAT (IVA) applies to heating and cooling repair services, and consumer prices are shown VAT-inclusive. A repair carried out in a dwelling can fall to the 10% reduced rate (Spanish VAT Act art. 91.Uno.2.10º) when three conditions hold at once: the customer is a private individual, the dwelling was completed more than two years ago, and the materials supplied by the firm are under 40% of the tax base. Labour-heavy jobs with little material often meet all three, so 21% is the standard rate but not always the effective rate on the invoice — treat it as a ceiling, not a guaranteed add-on.
