A frequent cause of a heat pump heating poorly without displaying a fault, often on refrigerant lines badly flared during a botched installation or on an outdoor coil corroded by sea air. The material allowed for is the refrigerant alone, at €60 to €80 a kilo for R32, that is €60 to €160 for a charge of one to two kilos, with one real published quote showing €88 of R32. The €80 to €400 published for the leak and the €65 to €300 published for the recharge are call-out prices and not part prices. The complete job is priced at €300 to €550 and repairers quote €250 to €600 for leak plus recharge together; the top of the range adopted here, about €800, matches leaks that take a long time to locate, up to six hours of a refrigeration engineer at €66 to €99 including VAT an hour with the call-out charge and a full charge of refrigerant. French regulations require the circuit to be handled by an operator holding the individual competence certificate (attestation d'aptitude), within a firm holding the refrigerant-handling certificate (attestation de capacité), with traceability of the quantities.

How much is a service-call fee for heat pump repair?
Most French companies charge a call-out / diagnostic fee of €80–€170, often credited toward the repair if you go ahead. It is separate from the repair totals above. VAT on French home heating and cooling work is usually the 10% reduced rate for repair and maintenance in a dwelling completed more than two years ago, not the 20% standard rate; some energy-performance improvement work can fall to 5.5%, depending on the equipment fitted and the rules in force. Many independent installers and micro-entrepreneurs also fall under France's small-business VAT exemption (franchise en base de TVA, €37,500 threshold for services) and charge no VAT at all — their invoices carry the note "TVA non applicable, art. 293 B du CGI". Prices displayed to consumers in France are quoted TTC (toutes taxes comprises — all taxes included).
Is it worth repairing a heat pump, or should you replace it?
