Sales tax on appliance repair

Repair labor is taxable here. HVAC repair, servicing and installation (boilers, gas/oil furnaces, warm-air heaters, central air-conditioning, heat pumps, ductless mini-splits, ductwork, hard-wired thermostats) is a CONSTRUCTION SERVICE on IMMOVABLE goods in the Republic of Ireland, not movable goods — once installed, a boiler or AC system becomes part of the building, so the domestic-appliance-repair 13.5% 'repair and maintenance of movable goods' derogation does NOT apply here even though the headline rate often lands the same. Revenue's own VAT rates database lists 'BOILERS - MAINTENANCE/REPAIR (Private dwellings/Non-residential immovable goods)' at the REDUCED RATE (13.5%), Remarks: 'When installed as fixtures' — consistent with Revenue's general position that construction services (building, plumbing, electrical, HEATING work) are reduced-rated. The TWO-THIRDS RULE still applies to an ordinary supply-and-install HVAC job (construction services are NOT on the rule's short exclusion list, unlike motor-vehicle repair, which is expressly excluded): if the VAT-exclusive cost of the parts/equipment (the boiler unit, furnace, AC condenser, ductwork) exceeds two-thirds of the total VAT-exclusive price, the 23% standard (goods) rate applies to the WHOLE job; if it does not, the whole job stays at the 13.5% reduced (service) rate. HEAT PUMPS get their OWN, more generous carve-out: from 1 January 2025, the supply AND INSTALLATION of a heat pump heating system is taxed at Ireland's SECOND REDUCED RATE of 9% (down from the prior treatment of 13.5% subject to the two-thirds rule) — a genuine HVAC-specific relief that does not exist for plain boiler/furnace/AC work. That 9% figure is confirmed for a NEW heat-pump supply-and-install; Revenue guidance specifically covering the ongoing REPAIR/servicing of an ALREADY-installed heat pump was not separately located in this research, so a repair-only heat-pump callout should conservatively be treated under the general boiler/heating fixture-repair rule (13.5%, subject to the two-thirds rule) rather than assumed to keep the new-install 9% rate — flag this as an open question rather than asserting it either way. Do NOT confuse the heat-pump 9% rate with Ireland's separate 0% (zero) VAT rate for the supply and installation of SOLAR PANELS on private dwellings (and recognised schools) from 1 May 2023: Revenue's own zero-rate list names solar panels specifically, and heat pumps do not appear on that list — the solar 0% relief does NOT extend to heat pumps or any other heating/cooling equipment. Current rates (all national, identical in every county): standard 23% (goods, excluded accessories, and any job where the two-thirds rule tips it to goods); reduced 13.5% (most HVAC construction-service repair/install); second reduced 9% (heat-pump supply-and-install only); zero 0% (solar panels/private dwellings only, not HVAC). Honesty nuance carried from the general trader rules: Ireland's VAT-registration thresholds are €42,500 (services) / €85,000 (goods) from 1 January 2025, so many small sole-trader heating engineers are NOT VAT-registered and add no VAT at all — quoted EUR HVAC prices are inconsistent on whether VAT is included; treat 13.5% as the normal effect on ordinary repair/service work, 9% as the heat-pump-install relief, and 23% as the parts-heavy/standard-goods ceiling, not a guaranteed add-on.

Prior treatment: "taxable at the reduced rate of VAT, subject to the two-thirds rule." (Revenue.ie, Heat pump heating systems). Two-thirds rule (verbatim): "If the cost of the goods used in carrying out the work exceeds two-thirds of the total price, the rate which applies to the goods then applies to the entire transaction." "If the cost of the goods used in carrying out the work does not exceed two-thirds of the total price, the rate which applies to the service then applies to the entire transaction." Excluded from the rule: "Repair and maintenance of motor vehicles and agricultural machinery" (construction services are NOT on this exclusion list) (Revenue.ie, Two-thirds rule). Current rates: "Standard rate - 23%"; "Reduced rate - 13.5%"; "Second reduced rate - 9%" (Revenue.ie, Current VAT rates). Zero rate: "supply and installation of solar panels on private dwellings and recognised schools" — heat pumps are not on this list (Revenue.ie, Zero rate of VAT).

Licensing & certification

No single 'HVAC licence' exists in the Republic of Ireland; the mandatory certifications are hazard-based and national, and the Irish gas and electrical schemes are both regulated by the Commission for Regulation of Utilities (CRU). (1) GAS: work on gas HEATING appliances — gas boilers, gas furnaces/warm-air units, gas water heaters/combi boilers and their flues and gas connections — is 'Gas Work' under the Energy (Miscellaneous Provisions) Act 2006, with scope set by the CRU against Irish Standard I.S. 813:2014+A1:2017 for fittings used by a Domestic Gas Customer, and legally requires being a Registered Gas Installer (RGI). The statutory register is the Register of Gas Installers of Ireland (RGII), publicly searchable at rgi.ie; Gas Networks Ireland states 'It is a legal requirement that any work carried out on domestic gas installations must only be carried out by a Registered Gas Installer,' and unregistered gas work is a criminal offence. This is distinct from Northern Ireland's UK Gas Safe Register — never cite Gas Safe for the Republic. (2) REFRIGERANT - F-GAS is the CENTRAL certification for HVAC cooling/heat-pump work: unlike a domestic-fridge repair (where a small hermetically-sealed charge often keeps routine work out of scope), virtually every AC, heat-pump or ductless mini-split job that installs, services, leak-checks, recovers refrigerant from, or decommissions RACHP equipment opens or connects to the refrigerant circuit and is F-gas-regulated by default. A personal F-gas certificate (QQI FET Award training standards) plus company F-gas certification (F-Gas Registration Ltd, or mutual recognition of another EU state's company certificate) are legally required under the EU F-gas Regulation — currently EU Regulation 517/2014, given effect in Ireland by the European Union (Fluorinated Greenhouse Gas) Regulations 2016 (S.I. 658/2016), with the EU's revised Regulation (EU) 2024/573 adopted and phasing in additional certification/training and refrigerant-GWP restrictions on AC and heat-pump equipment through 2026-2029 — enforced by the Environmental Protection Agency (EPA) as Ireland's competent authority. Never cite US EPA-608 or the UK's F-gas bodies for the Republic. (3) ELECTRICAL: fixed electrical installation work is regulated by the Safe Electric scheme (Register of Electrical Contractors of Ireland/RECI, operated for the CRU under the Electricity Regulation Act 1999 as amended). CRU states 'Electrical contractors ... must be registered with the Safe Electric Scheme ... It is the law,' and CRU's consumer guidance adds 'You should always use a Registered Electrical Contractor (REC) to carry out electrical work in your home. It is the law.' Wiring a NEW dedicated circuit or electrical supply for a heat-pump unit or an AC condenser is Controlled Electrical Works (installing or replacing a circuit) and must be carried out and certified with a Completion Certificate by a REC; straightforward like-for-like repairs carry a lighter Minor Works obligation. (4) TRADER: beyond the mandatory RGI (gas) and F-gas (refrigerant) certifications above, there is no general occupational 'HVAC licence' — register with Revenue for tax, and VAT-register only above the €42,500 (services) / €85,000 (goods) thresholds (from 1 January 2025). Separately, SEAI-registered contractor status (Better Energy Homes registration plus a second Renewable Energy Installer registration, and a certified F-Gas Installer for the refrigerant pipework/charging element) is required to ACCESS SEAI heat-pump and retrofit GRANTS — this is a grant-scheme eligibility requirement, not a general legal licence to install or repair heat pumps; treat this SEAI note as lower-confidence than the RGI/F-gas/Safe-Electric legal requirements above.
