How we price this in Brazil
Brazil national base ranges come from named Brazilian heating, ventilation and cooling sources (HVAC company price pages, service workshops and parts suppliers), in reais and never converted from another currency. We localize them with average household per-capita income differences by state (IBGE, PNAD Contínua 2023): no official wage series exists specifically for refrigeration and HVAC technicians by state, so we use this general regional income index as a proxy (flagged as an estimate, not an occupation-specific fact). There is also no Brazilian equivalent of the U.S. Regional Price Parity, so the price and overhead terms stay at the national baseline. There is no single national VAT: labour is taxed by municipal ISS (2%–5%, set by each city under Lei Complementar nº 116/2003) and parts by state ICMS, and a quote normally arrives all-in with the tax already inside it. Two things push labour costs up and explain why refrigerant work costs more: handling refrigerant needs a trained technician with recovery and vacuum equipment, and buildings of public and collective use with artificial climate control must keep a maintenance, operation and control plan (PMOC) under Lei nº 13.589/2018, following the parameters of Anvisa Resolution RE nº 9/2003 — that obligation covers those buildings, not an ordinary home. Boilers within the scope of NR-13 require inspection by a qualified professional (Profissional Habilitado). Prices are in Brazilian reais and never converted from another currency.
