How we price this in Poland
Poland national base ranges come from named Polish-market heating, ventilation and cooling sources (installer and service-company price lists, boiler service pages and parts suppliers), priced in zloty and never converted from another currency. We localize them with GUS regional wage relatives for average monthly gross wage by voivodeship (2024) — no nationwide table breaks out heating and air-conditioning installer wages across all 16 voivodeships, so we use a general regional wage index as a proxy (same data family, broader sample, not occupation-specific; flagged as an estimate, not a stated fact). There is also no Polish equivalent of the U.S. Regional Price Parities, so the price and overhead terms stay at the national baseline. The standard VAT rate is 23% nationwide; repair and maintenance work inside a home covered by the social housing programme is charged at 8% under Article 41(12)(1) of the VAT Act, and the 50%-of-taxable-base goods condition attaches only to the residual Article 41(12)(2) route for other premises — and many small trades use the subjective VAT exemption (Article 113 of the VAT Act, a PLN 240,000 annual turnover limit from 2026) and charge none, so treat 23% as a ceiling. Two things raise the labour share and explain why air-conditioning and heat-pump work costs more: touching a refrigerant circuit requires an F-gas personnel certificate plus a company certificate (the Act of 15 May 2015 on ozone-depleting substances and certain fluorinated greenhouse gases; certificates are issued by UDT), and equipment holding more than 5 tonnes of CO₂ equivalent must be registered in the Central Register of Operators (CRO) with an Equipment Card kept for it. Work on gas appliances in turn requires a group-3 qualification certificate (gas equipment). Prices are in zloty and never converted from another currency.
