Repair labor is taxable here. Standard VAT is 12%, under the National Internal Revenue Code (NIRC) of 1997 as amended by the TRAIN Law (Republic Act No. 10963, effective 2018-01-01), and applies to services performed in the Philippines — including appliance-repair labor and parts sales. Sole proprietors/shops with annual gross sales or receipts below the ₱3,000,000 VAT threshold are exempt from VAT and instead pay a 3% percentage tax (or may opt into the 8% flat income-tax regime) — most independent, non-franchise appliance-repair shops in the Philippines fall below this threshold and are non-VAT registered, so treat 12% as a ceiling rather than a guaranteed add-on.

Sole proprietors and professionals whose gross sales or receipts do not exceed the ₱3,000,000 VAT threshold are exempt from VAT and instead pay the 3% percentage tax under the NIRC as amended by RA 10963 (TRAIN Law).

Licensing & certification

There is no national occupational license required by Philippine law to work as, or operate a shop for, appliance-repair technicians (unlike electricians or engineers, who are separately regulated by the PRC/RESA). Repair businesses register normally as any small business: DTI (sole proprietorship) or SEC registration, BIR registration/invoicing, and a local government Mayor's/business permit. TESDA offers voluntary trade credentials relevant to the field — Consumer Electronics Servicing NC II, Domestic Refrigeration and Air-conditioning Servicing (DOMRAC) NC II/NC III, and Electronic Products Assembly and Servicing NC II — which many employers, franchise chains, and OEM-authorized service centers prefer or require of hires, but these are skills certifications, not legal practice licenses.
