How we price this in Italy

Italy national base ranges come from named Italian heating, ventilation and cooling sources (cost guides, installers and parts suppliers), in euros and never FX-converted from another currency. We localize them with JobPricing Geography Index 2023 regional wage relatives (there is no Italian equivalent of the U.S. Regional Price Parity, and no region-level wage series specific to the HVAC trades, so the price and overhead terms stay at the national baseline and the region's general wage relative stands in as the local labour-cost proxy). Standard VAT is 22% Italy-wide, but home-maintenance work can qualify for the reduced 10% rate (Law 488/1999 art. 7) subject to the 'beni significativi' cap of the 29 December 1999 decree, which names boilers and air-conditioning equipment explicitly; many small artisan firms also use the flat-rate scheme and charge no VAT — so treat 22% as a ceiling. Refrigerant-circuit work requires the F-Gas certificate (EU Reg. 517/2014 and DPR 146/2018) and gas installations a firm licensed under DM 37/2008, while servicing and efficiency checks follow DPR 74/2013 with the system logbook (libretto di impianto) — which is why heat-pump, air-conditioning and gas repairs carry a higher labour share.
